The University of Colorado Denver has become the first public American university authorized to establish a campus in India, with the first cohort of students expected to begin their studies in August 2027.

CU Denver has received a letter of intent from India’s University Grants Commission (UGC) to open a base in Hyderabad, making it the first foreign university to launch in the state of Telangana in south-central India.

The university would also be the first public American institution to launch on Indian soil. A private institution, the Illinois Institute of Technology, welcomed its inaugural cohort of students to its campus in Vikhroli, Mumbai, this year.

Telangana is one of India’s fastest-growing technology hubs, with a booming pharmaceutical sector and thriving start-up culture.

According to CU Denver, the Hyderabad location will “offer pathways for students in high-demand fields including business, computing, engineering and analytics.” The university has said that additional programs will be proposed to India’s UGC for approval in year two and beyond.

“Expanding access to high-quality education has long been central to CU Denver’s vision and goals,” Chancellor Kenneth T. Christensen said in a press statement. “Our plans in Hyderabad build on that commitment, as well as our longstanding connection with students from India who have been part of the CU Denver community for decades.”

The chancellor said establishing a presence in India represents an “opportunity to extend that connection” and “bring our unique experience to students in India.”

Rahul Choudaha, the director of DrEducation Research, said Hyderabad is “a strategic and competitive choice” on the part of CU Denver, “as it offers a relatively lower cost base as compared to Mumbai or Bengaluru, and hence can offer programs at a lower tuition price point.”

Choudaha has previously argued that getting the pricing of a branch campus right is “critical” to the long-term success of overseas ventures.

He added that, as the first university in Hyderabad, UC Denver may also be able to capture a “bigger local and regional student base” compared with the five campuses in competition with one another in Mumbai.

CU Denver has chosen the global education company Emeritus as a joint venture partner in the overseas initiative.

Ashwin Damera, CEO of Emeritus, said that the new campus “marks an important step in bringing globally relevant education closer to students in India.”

“CU Denver’s focus on applied learning, interdisciplinary education, and career readiness is particularly relevant to the aspirations of today’s students and the needs of a rapidly evolving workforce,” said Damera.

“The initiative will create opportunities for students and provide greater access to an education that is both academically rigorous and closely connected to the world of work.”
