Need to know: Unlimited fines for dog owners under new livestock protection law
- Dog owners across England and Wales now face unlimited fines under new livestock protection laws that came into effect in March 2026.
- The Dogs (Protection of Livestock) (Amendment) Act 2025 has abolished the previous £1,000 fine ceiling, meaning courts can impose unlimited penalties on owners whose dogs worry livestock. The legislation defines “livestock worrying” as chasing animals or causing them distress, even without physical harm.
- Police have been granted enhanced powers to investigate incidents, including the ability to seize and detain suspected dogs, enter properties with warrants, and collect DNA evidence.
- A major change is that the law now applies to roads, paths and public rights of way near livestock, not just agricultural land. Michael Nelson from Kennel Store warned: “You don’t actually have to be walking through a field anymore.”
- The legislation recognises that stress alone can cause serious consequences for livestock, including miscarriage and long-term health complications. Nelson explained: “From a distance, it can look harmless, a dog running or barking, but for the animals involved, it’s a completely different story.”
- Owners could face additional costs for caring for detained dogs during investigations. Nelson advised: “If you’re anywhere near livestock, the safest thing you can do is keep your dog on a lead.”
