Dog owners warned of ‘unlimited fines’ due to rule starting in days
Dog owners are being warned they could face unlimited fines if their pets chase livestock when new laws come into force in just days. From March 18, 2026, tougher rules will strengthen protections for farm animals, meaning owners whose dogs worry livestock could face far harsher penalties than before.
Previously, those responsible for a dog chasing livestock faced fines of up to £1,000, but under the new rules the financial penalty could now be unlimited. Police will also be given stronger powers, including the ability to detain dogs believed to pose an ongoing threat to livestock.
The warning comes as the UK enters peak lambing season, when sheep and newborn lambs are particularly vulnerable.
Ecologists from consultancy Arbtech are urging dog owners to take extra care when walking in the countryside and to keep pets on leads around farmland.
Lambing season typically runs from February to April, with the busiest period usually beginning in March.
During this time, livestock worrying becomes a major issue for farmers. A recent survey found 87% of sheep farmers reported a dog attack on their flock in the past year.
Even dogs that are simply chasing animals can cause serious harm.
Farmers say livestock worrying can leave pregnant ewes severely distressed, leading to exhaustion, miscarriage or even death.

Experts are advising walkers to keep dogs on leads near fields with sheep, follow local signs and always respect working farmland.
Owners are also being reminded to pick up after their dogs, as dog faeces can carry parasites that can be fatal to sheep.
A spokesperson for Arbtech said the issue is taken extremely seriously by farmers and authorities.
“Even the most well-behaved dog can cause serious harm if allowed to roam freely near flocks, and in the worst-case scenario the consequences can be fatal,” they said.
“Livestock worrying is a real cause for concern amongst sheep farmers, and with new laws coming into effect it highlights how seriously the issue is being treated.
“Dog owners now face unlimited fines and the prospect of having their pet detained if caught chasing livestock.
“It’s essential owners are responsible so the countryside remains a safe place for both people and animals.”
